Does design simply mean "architecture on the low level"?

Design and Architecture are two separate things.   Does design simply mean "architecture on the low level". Which means that Architecture is on high level and design is on low level? Thanks

If you have to draw rigid lines between concepts, then yes. But it's possible to suppose that Design and Architecture are two areas on a continuum.
