Is creating own Spark Cluster on EC2/VMs still being done with existence of cloud managed services ?

Cloud has PAAS (Platform as a Service) services , where there are manged services for Spark or Kafka like HD Insights from Azure or EMR from AWS for Spark and Event Hub from Azure and Kinesis Firehose from AWS. With the existence of these managed services, is creating your own Spark cluster on EC2/VMs still being done for some use cases or it is not being down nowdays? If it is still being done then for what kind of use cases?

I read that managed services are costlier so that may be a reason someone would go for creating own Spark cluster on EC2/VMs.
