I find it ironic that Oracle would double the knowledge required to pass in a single sitting while still decreasing the allowed time by an hour.  Do you think that Oracle may ever increase the official time to match the existing 8 exams?  Do you think that Oracle may ever increase the official time for Java 17 to match the existing 8 exams?

Oracle changes exam length/number of questions/passing score periodically. So that's certainly possible!

They also sometimes includes "beta questions" that don't count toward your final score!

You have to consider that sitting an MCQ exam is stressful and the examiners may think candidates will simply run out of steam after three hours.
