I'm having a hard time to turn these methods into a scanner as a user input whenever I run it, if you can help me out by rewriting the code or helping a bit that's fine, I'm stuck at this code so please do help, thank you.

Seems like each of these should be separate menu choices:
Your code could use some cleanup.
  • You are using "ClassATM" as part of methods and variable names all over the place. Strip that part out. We already know it will have something to do with ClassATM so it adds only clutter.
  • You need to begin to follow some Java conventions. Variable and method names MUST begin with a lower case letter.
  • Monetary values should never be stored in a float. Use a double if you must, but a BigDecimal is the proper type for monetary values.

    Why have you made so many members of your class static? I think it is mistake to make anything static without a good reason, and, “I got a compiler error about non‑static,” is a very bad reason.
