commons-config-1.x library conflict. Two versions in the lib directory but only one recognized

I am doing a COTS integration.  The tool that I am integrating into requires that commons-configuration-1.0.jar be present in the library.  One of the precompiled pieces that I am using for my integration requires commons-configuration.1.10.jar.  How can I get the 1.10.jar to load first so that the precompiled piece can find the correct library and the contents of 1.0 (which I know is in 1.10) can be found as well?  I tried removing the 1.0 jar file, but the COTS tool wouldn't load without it.
