On the first iteration of the loop, "Washington", is 11 characters and count is set to 1.

Washington is 10 characters,not 11.

Also correct.
If they were going back and forth between C and Java, they could be forgiven because you need 11 bytes to hold a C string of length 10.

But that just appears to be a typo/mis-count.

RTFJD (the JavaDocs are your friends!) If you haven't read them in a long time, then RRTFJD (they might have changed!)
