Issues with enable transaction statistics with JAVA_OPTS

I want to enable transactions statistics in wildfly 18.
I have this config in %JBOSS_HOME%\bin\standalone.conf.bat:
set "JAVA_OPTS=%JAVA_OPTS% -Dwildfly.transactions.statistics-enabled=true -Dwildfly.statistics-enabled=true"

After restarting wildfly, transactions monitor page in web console states that "Statistics Disabled".
in jboss-cli.bat I see this:
[standalone@localhost:9990 /] /subsystem=transactions:read-attribute(name=statistics-enabled) {    "outcome" => "success",    "result" => expression "${wildfly.transactions.statistics-enabled:${wildfly.statistics-enabled:false}}" } [standalone@localhost:9990 /] :resolve-expression(expression=${wildfly.transactions.statistics-enabled:${wildfly.statistics-enabled:false}}) {    "outcome" => "success",    "result" => "false" } [standalone@localhost:9990 /] :resolve-expression(expression=${wildfly.transactions.statistics-enabled}) {    "outcome" => "success",    "result" => "true" } [standalone@localhost:9990 /] :resolve-expression(expression=${wildfly.statistics-enabled}) {    "outcome" => "success",    "result" => "true" } [standalone@localhost:9990 /]
So both wildfly.transactions.statistics-enabled=true and wildfly.statistics-enabled=true, but overall expression is false.

How can it be?

Looking at the documentation for Narayana (Transaction Manager) sub-system we see the configuration with Wildfly section.

The docs recommend using the cli to configure the transaction sub-system. Have a read (yes v25 docs but the principles are the same) of the configuration instructions.

The section "observing all transaction statistics attributes" is relevant to making the configuration change you want. These changes will survive a server restart.

# connect to a running application server
./bin/jboss-cli.bat -c

# enable transaction statistics
/subsystem=transactions:write-attribute(name=statistics-enabled, value=true)
# list all statistics attributes
/subsystem=transactions:read-attribute-group(name=statistics, include-runtime=true)

Can you switch to using the cli rather than using JAVA_OPTS ?
