Have you done what the error message suggests, i.e, declared that class in the manifest? Does the class exist, is it an activity, and is it public?

thanks for reply it is a system class it shoud not need to be in manifest i can open many other system classes without placing it in manifest it is like the class is missing but it should be on all devices after oreo and has a different path before oreo

Well, if the package name is "com.android.settings", then the class name sure isn't "com.android.settings.PrivacySettings" but probably "PrivacySettings".

ok so privacy settings are missing on older api which is why development works but privacy does not and now the way to open settings are
