If you look here, eithe I have got the name of the book wrong, or it hasn't been reporrted yet. I think you are correct; the classes in the java.time package lack public constructors.

Welcome to the Ranch! This is correct in the printed book so only the website is wrong. (I think this happened because it was a last minute correction in the book before print.) I've still added it to the errata and credited you.
