Deploying code on server4

Hello

we usually deploy our EAR on server1. but recently we created a new server from websphere admin console named server4. We wanted server4 to have same stuff as server1 so template used to make server4 was based on server1.

clicked next and server4 was created. Then we deployed EAR on server 4. restarted all 4 servers (1, 2, 3, 4) but when we click Applications->Enterprise Applications and see our new deployed application named ui2 ..we do not see a 'start' sign (green arrow). It has a unavaialable sign. we try to access it via http://serverName:9083/ui and nothing shows up. 9083 is the port that was given by plugin-cgf.xml file.

Weird thing is when we put eaxt same EAR on server1 it works. Can someone please guide me on what i might be missing
