No, it doesn't. It comes with an internal messaging server (The Enterprise Service Bus or ESB) but it is not a full-fledged instance of MQ.

WebSphere can be a client to an MQ server, but you must have a separate license for that server.
 
Don't get me started about those stupid light bulbs.
