WAS is the WebSphere Application Server, the core of IBM's middle-tier platform. At its core, it is your Servlet and EJB engine, although it can be extended to provide much more than simple J2EE functionality.

Eclipse is the core of the platform on which IBM builds its development tools, known as Rational Application Developer (IRAD) or Rational Software Architect (RSA). Eclipse allows for new development features to be plugged into it, so MyEclipse is a very affordable development environment based on Eclipse, with a slightly different set of plugins that IRAD and RSA come with.

So, MyEclipse is the development too. WAS is the deployment environment.
