Is there any tool in the market to deploy the application & configure the
setting in the IBM websphere admin console?

hi,

I dont think there is any tools available in market for this purpose.
but through IBM's wsadmin tool you can do everything you want.
You have to write jacl or jython scripts to get it done.
example scripts

I believe IBM has a tool called deployment manager which helps with deploying application a clustered environment. I think you can use that if you can buy it.
