could someone pleasegive me a simple brief explanation of what a DAD is and what its used for.

Database Access Discriptor, with oracle you can access the database from a webpage using the url to direcly call stored procedures which produce http output using the http supplied packages from oracle. For quick application it is very good. If you are looking at a large application, I believe the limitations become very clear.
Also provides a good way to conduct database maintanace from over the web.
