Hi Abdul,
First you would have to decide whether you want to go for 8i or 9i DBA certification. I think 9i makes sense.
Go to site

Oracle certification
and read about certification. You would need to atleast get OCP certification to start working as DBA. You would have to pass 4 exams for this.
As I have gathered from many sources Sybex books are good for enough first 2 exams. (www.sybex.com)
OCA/OCP: Introduction to Oracle9i™ SQL Study Guide
OCA/OCP: Oracle9i DBA Fundamentals I Study Guide (1Z0-031)
- By Chip Dawes; Biju Thomas

Also there is set of books by Jason Couchman for first 2 exams.
Oracle OCA Oracle9i Associate DBA Certification Exam Guide, Jason Couchman

For exam IZ01-007 only sybex books is sufficient. For 2nd exam. referring to actual Oracle documentation will be helpful. Link is

Oracle Documents
Oracle 9i concepts and Oracle 9i Database administrator's guide are 2 useful books
Also you may want to join ocp_study and oracle_certprep groups on yahoo.
Hope this helps

you should be able to find a job as a development DBA (all things being equal), the economic climate my impact things though.
