about "select any dictionary"

In oracle9i personal edition...
I have created a user and gave him "select any dictionary" permission, so he could logon from Enterprise Manager Console.(GUI)
but i didn't want him to see other people's schema,if i deleted "select any dictionary" from him ,he could not logon from Enterprise Manager Console.some error message said:"no permission to logon....."
Are there any permission that let him could only see himself's schema?
