Oracle Mail Error

I am using the following procedure for sending mails from oracle but I am getting the following error:
"Permanent Error Encountered"
Can anybody tell me why i am getting the error.
I have one more doubt:
My SMTP server requires authentication.Is there anyway to give user id and password as parameter while connecting to SMTP server?
