where to put rules?

Hi,

There are two tables in oracle, say A & B. A holds 60-70 million records, the other table B holds rules.

We've to build an EOD process which reads the records of table A and applies some rules to each of the records. The rules are referred from table B.

How can we implement the same in oracle?

Use PL/SQL?
