Could someone tell me what is actually Oracle Lite(Personal Oracle Light (POL))?

Is it something else too than a Lite version of Oracle Database?

I would also like to know that if you build an application using it, does it need any specific tools or is e.g. JDeveloper okey.

Thanks!
