help in Rule based Caching

We are going to use JSP/Hibernate/Oracle10g/webservices in a application.
Need to maintain caching based on specific webService Response..like if response is X..save that in Cache..so that same kind of request don't go to WebService and give back same response X from Cache now.

So its kinda Rule based Caching.
Can someone help me in understanding this..and how to do it.?
Is it possible at hibernate(not 2nd level cache)/Oracle layer?

which application server you are using if it is Oracle IAS then you can use webcache and can define rules for
caching.
