Oracle license terms say a developer can use the Oracle database for developing a prototype of the application. Ant it says the person can not use it for commercial purpose without proper license. I was just wondering if it is legal to have an oracle database for a personal website.

If your web site is in developing mode there are no problems, but if it's in production then you need a license. Thats for the 10g version.

If you want to use oracle as your database and could not affort the price of the regular versionm then you could try XE version that's free and is really easy to install and configure. There are some limitations but for most small databases it's ok.
