Client or Server, Windows or Linux/UNIX? On WIndows CLient, you can always go to START-PROGRAMS-ORACLE and look at one of the applications that are loaded by Oracle and check the Help menu of that program? Or something just like that. or command line sqlplus, that must have the Oracle version when you first log in.

Using PL/SQL:

With java, use the appropriate methods in the DatabaseMetaData interface.
