I am a newbie to Oracle,
Is there any way in oracle on How to export data from XML file to a table ?

or
can I find a java program that does this ?

Oracle 9.2+ databases support XML and you can use XSU: http://www.xml.com/pub/a/2001/06/20/databases.html#oracle

You will have to transform your data types.
