Can you tell me exact difference between oracle 9.2.0.4.0 and 9.2.0.8.0? also let me know why 9.2.2.8.0 is recommended?

The best place to find this out is in the relase notes for those versions. I'd check those on Oracle's website.

Oracle 9 is no longer supported, so I'm not sure either are recommended.
