can we use Timer/Scheduler with TomCat

Hi All,
We are running our Apache Tomacat on Linux platform,
We have a requirement in which we have to check the status of a application running from a file after some interval of time and if the application is stopped we have to restart it.
Can we implement a timer or scheduler kind of thing with Apache webserver and Tomcat combination as we can do with application server like Weblogic...
We dont want to use OS dependent feature for the scheduler....
