the jar representing the entire servlet 2.3 and jsp 2.2 API (which includes the taglib api) is under <CATALINA_HOME>/common/lib/servlet.jar

In your system's CLASSPATH (or your IDE's library path or CLASSPATH, or whatever it uses).. ensure there is not an older version of servlet.jar or even j2ee.jar to ensure you are getting the latest version of the taglib api.

mike,
I tried your suggetion but not able to find the JSP tag lib APIs.
My classpath contains:
<CATALINA-HOME>\common\lib\servlet.jar &
c:\jdk1.3\lib
I have servlet.jar in the jdk1.3\lib directory. But I didn't included
c:\jdk1.3\lib\servlet.jar in the class path.
Still my app not finding jsp tag lib APIS

When you say it's not finding the taglib library, what exactly is the error message you get? and what do you import statements look like?
