can mod_webapp's priority be changed??

Sorry if this seems like double posting, but I really need a solution to this problem.
Mod_webapp seems to take a higher priority than mod_alias and is preventing my redirects from working. Does anyone know if there is a way to force mod_webapp to take a lower priority??
Any help is greatly appreciated.
