404 error

I have created a folder in the webapps folder called ch04. I have created a folder in that called jsp. Tomcat seems to be unable to find the ch04 folder. When I try I get a HTTP 404 error. The examples in the examples folder seem to work ok. I have changed the port to 80. It was working yesterday. Does anyone have any ideas on what may be causing this?

I found the problem. My ch04 folder did not have a WEB-INF folder in it. That seems to be what caused the problem.
