IBM HTTP (Apache) Server & Tomcat

Hi
I am using IBM HTTP Server. I configured Tomcat with IBM Apache server with Tomcat HTTP connector at port 8080 and WARP connector at 8009.
It worked fine first time. But when I restart the machine. (i.e CPU), and try to start tomcat it gives error 'java.net.bindexception : Address in use " for ports either 8080 or port 8009
Then I need to change these ports to some other number. But the same problem repeats for new port numbers given when I restart the machine
Does anybody knows the solution?
I did the Tomcat configuration in IBM HTTP server by editing its https.conf file not through Administration server
