IO Exception In Tomcat

There is a problem with Tomcat ,When we restart tomcat it is ok ,because of this problem ,sometimes the Java process is not there in Apache and some times the CPU Usage becomes high.The error that we ca see in Our Logs is
IOException in: R( /+ /servlet/pm + null) Not an ISO 8859_1 character:?
