Tomcat 4.1.12 won't Shut Down!

I am using a linux box. I can start up Tomcat 4.1.12 fine and everything works. However each time I try to use "./catalina.sh stop" or "./shutdown" I get the same message:

I know that it was running because "ps -ef" shows tomcat threads running so I am not trying to shutdown something that is already shutdown.
I have tried to install 4.1.12 on other machines and I get the same problem. I end up having to use "killall -9 java" to shutdown tomcat which is not ideal. If anyone has seen this or knows how to fix this, please post it. Thanks for any help
