tomcat problem

i'm trying to access the file
webapps/first/first.html
using the url
http://localhost/first/first.html

but i'm getting file not found error. what could be the reason.

Sounds like Tomcat does not recognize "first" as a web application. Try moving the directory to ROOT/ if you don't want to make it a web application.

In order for Tomcat to recognize a folder under webapps as a 'webapp', the folder needs to contain a folder named WEB-INF containing a file named web.xml, which should contain a bare minimum set of tags. For this bare minimum, see the one under conf (I think? There's one in there somewhere.. it's got a root tag and pretty much nothing else.)

Then it should work.
