Did you download the binary version of tomcat?
If not, then do that and try again...
You can download from here: http://jakarta.apache.org/builds/jakarta-tomcat-4.0/release/v4.1.24/bin/

Hi Raj
It appears to be a change to the server.xml file in the latest versions of Tomcat - I spent two days trying to work it out! I was going crazy because what worked with the older versions of Tomcat no longer worked. I even installed a brand new OS, JDK and Tomcat to see if it was something other app or some previous configuration change that was screwing with me.
Fortunately this thread pointed me to http://www.moreservlets.com/Using-Tomcat-4.html which describes the parameters to change.
Regards, Andrew
