Tomcat problem

Hi I have a folder names SCR and it has bin and Root folders.
Inside Root I have conf,web-inf folders.In the server.xml file I have specied like...<Context debug="99" path="" docBase="D:/SCR/Root" workDir="D:/SCR/work"/> and port is 8000.
In the web-inf I have web.xml file also. Server also started successfully.
But when I hit the URL http://localhost:8000/ nothing is coming up.
Pls tell me the problem.

Do you have a welcome-file-list that corresponds to the file you expect to be served with that URL?
