servlet can't recognize httpSession

I have a simple method that accepts a string and a session object as arguments.
The class has import statements including the following:
import javax.servlet.http.HttpSession;

but the error I get is as follows (always at the line where I first make reference to the session object :
java.lang.NoClassDefFoundError: javax/servlet/http/HttpSession
so, any hints? I have a huge flat spot on my head from banging it against my desk over this.

Is that a compile-time or run-time message?
What environment is this being executed in?

The servlet compiles fine. It is a run-time error.
I am running Tomcat 4.1.27 on Win2k
Could Tomcat be using the wrong servlet.jar file? I have a bunch of 'em

I worked around this by hard-coding the file path, but never figured out why the servlet did not recognize HttpSession class
