Tomcat "any version" .exe or .zip

Hi,
I have a question.Whats the difference between the .zip and the .exe tomcat <any version>.
I have downloaded an .exe version of tomcat and installed it.I want to go into the bin directory and run the startup.bat file using the command prompt.But it keeps telling that there is a bind error.Dnt know what the reason is.
Its working fine with the htpp://localhost/<port number>
Let me know.FYI,the version I have is tomcat 5.0.16.Apache 2.0.48.Apache is on port 8080.
Help would be greatly appreciated.
