Apache Respose Time !!

Hi All,
I am doing load testing of a site which generate dynamic pages. My problem is that when i used apache web server as compared to IIS the response time for a particular request is coming greater (approx 15 times) as compared to IIS.
I saw the responses generated by both the servers, the apache used Transfer-Encoding = Chunked in the header, rest all the contets are the same.
Is any body knows the actual reason why response time is coming greter as compared to IIS in apache.
