War file deployment in Linux machine not working

I am facing problem while deploying war file in Linux machine, details are given below,

1. I am having an exsiting application like "app1", for which I have context path entry in server.xml file.
2. Previously we used to copy the files as zip file format, now we would like to go for war file format, so we have taken the backup of the exsiting "app1" folder and deleted from the "webapps" folder. Now I copied the "app1.war" in the "webapps" folder and restarted tomcat server.
3. I expect tomcat to creat "app1" folder under webapps folder, but it is not creating.
4. I tried to comment the context path in the server.xml, though it is not valid to do it, then it creates "app1" folder under webapps.
5. Now my problem is, I have connected tomcat through appache, if I remove context path entry from server.xml I can not connect via apache.

Tomcat installed in Linux machine is not extracting war file, but the same version of tomcat is doing it in Windows. Is there any configuration needs to be done to do the same.
