how to control the numbe or connections open in tomcat 4.0

i have a web application that works with ibm db2 and tomcat and it works fine. if i substitute db2 with oracle then in that case i get the error maximum number of processes exceeded despite of the fact that
1.> i close the connection object on every jsp page,
2.> currently the traffic on thesite is less,
3.> i specified the max number of connections to be open in the init.ora file as 250.

Please guide me. it is very urgent.
