Two things:

First, if a path has spaces in it, you put quotes around it.
set ANT_HOME="C:\Program Files\Apache Group\apache-ant-1.6.5"

Second, windows requires the percent sign on both ends of environment variables:
set PATH=%PATH%;ANT_HOME%\bin

Also, it's very easy to test an evironment variable before proceeding with whatever you're doing with them.

You can see it by typing:
echo %ANT_HOME%

But a better test is to actually use it from the command line.
dir %ANT_HOME%
or:
cd %ANT_HOME%

If those don't work, your environment variable is not properly set.
