Jar files placed in shared/lib will be placed into the classpath of all web applications. Jar files in common/lib will also be shared among the web apps and with Tomcat itself.

I put all shared jars in shared/lib except for JDBC drivers which, since I use container-managed connection pooling, must also be available to Tomcat and are therefore placed in common/lib.

It is sorta covered in the JavaRanch Style Guide.
