Setting up a directory for execution on Linux

Hi All,
Can anyone tell me the all the exact steps needed to set up a virtual directory on Linux? I have a small perl script that I'm trying to get running on a cgi-bin directory I have on Linux and can't seem to get it up and running. I've put in a small .htm page there to see if it has something to do with that and even that page doesn't come up. I did have the page come up earlier but now it doesn't. The reason being it doesn't now is because I was messing with the settings to try and get this small perl script to start working (print some text to screen). If someone give me some feedback to the above I'd appreciate it. Also, any helpful advice on getting Perl up and working would also be appreciated. Thanks.

Don't get me started about those stupid light bulbs.
