tomcat username password

I'm trying to run a simple web app in netbeans using tomcat server, but it I get this message:
Access to Tomcat Server has not been authorized. Set the correct username and password with the "manager" role in the Tomcat customizer in the Server Manager.
I have tried many things and have not had any luck.

go to TOMCATBASEDIR/conf
edit file tomcat-users.xml
add following as role if not there

  <role rolename="standard"/>
  <role rolename="manager"/>

and then add user or modify any user by adding these two roles. like

  <user username="tomcat" password="tomcat" roles="tomcat,standard,manager"/>
  <user username="myuser" password="mypass" roles="standard,manager"/>
