I used to use the Tomcat Administration web app as a convenient way for my end-users to administer their own Tomcat servers. I've found, however, that in versions of Tomcat from 5.5.18 onwards that I cannot create new contexts with it. The app goes through the motions and doesn't generate any error messages, but when I restart Tomcat the new context is not there (no XML files in $TOMCAT_HOME/conf/Catalina/localhost, etc).
I've seen this behaviour in 5.5.18 and 5.5.20 running on both Windows XP, MacOSX 10.4, and Solaris 10, so I'm pretty sure it's not an OS issue, and the log files (catalina.out and admin.2006-10-18.log) don't have any obvious clues. I can create contexts in other normal ways such as by creating configuration XML files in $TOMCAT_HOME/conf/Catalina/localhost and by creating directories in $TOMCAT_HOME/webapps.
Before I spend a lot of time bashing my head against this problem, does anyone know if this functionality has simply been disabled, or if there is now some configuration task that I need to perform?
