Tomcat cannot unzip a War file

I am creating war files with a program using java.io.zip. When I examine the files with winzip they are correct. If I unzip the files and zip them with winzip they deploy correctly in tomcat. The code that I am using to zip is:

I don't know what else I have to do.

Your help will be greatly appreciated.

Do you have a small example that you can email to me?
If so, I'll be happy to take a look and see if I can't spot the problem.
