i18n language support in Tomcat

Regarding i18n (internationalisation, locales, encodings, etc) does one programatically check what languages/charsets the container supports?

What I'd like to do is have my servlet take the request header information, as in:


then, using that data, check to see if the container supports these charsets/languages/encodings.

I see that Tomcat has JARs related to i18n in the following path:


I was hoping to find a solution more elegant than checking for File.exists() on the JARs.

Any advice, please?
