Welcome to JavaRanch.

First of all, please don't post in all uppercase letters. It is considered shouting (and thus rude) all over the 'net: KeepItDown

Secondly, this forum is for the questions about the JavaRanch site itself, not for questions about Java. So someone will move it to a more appropriate forum for you, where you're likelier to get help.

Now, as to your question, you need to be more specific. You said that you understood the documentation, but not how to write rules. I'm assuming that is covered in the documentation, so tell us in detail what about it you're having problems with.
