How does one identify rules for an application that uses a rule engine?How does one decide if or if not a business rule will go into a rule engine?
Any pointers for identifying or authering rules for a rule engine are also welcome.

The process of collecting, identifying and codifying rules is known as knowledge engineering, and people have received college degrees in this field. There are quite a few books on Amazon that talk about the business rules approach which look at knowledge engineering in excruciating detail. My book "Jess in Action" (see .sig below) dedicates a few dozen pages to the topic (scattered throughout the book) and presents a pragmatic approach you can follow on real projects, with a real rule engine.
