Actuate and other Java reporting tools

Hello,

Does anyone have experience with integrating Actuate or Crystal Reports JRC in a web and/or stand alone application? I am looking for a solution that will allow the user to create report templates the site can leverage, then allow report generation using the template without the use of a server. Actuate at first glance seems to do this.

I am currently using Apache FOP, but need a easier way to develop report templates without using developers' time.

Can anyone give me pros or cons and other alternatives that meet the criteria?
