Unable to work with J2EE RI

Hi All,
i am preparing for SCBCD. i was going through HF EJB and found they are using J2EE RI for packaging and deployment. hence i downloaded and installed j2sdkee 1.3 into my machine.
i had set java_home to java installation folder, j2ee_home to j2sdkee installation folder, classpath and path variables to bin and lib folders under java, j2ee installation folders. when i type j2ee -verbose in console, i get unrecognised external command. i know that there is some mistake while setting environment variables, but i am unable to find it where.
i have installed java 1.5, eclipse 3.X, and tomcat in same platform.
please help me to find solution for this.

I also faced some issues while setting up J2EE RI 1.3 , but I got some important hints by querying the posts of EJB forum.You might want to do the same.
